Mr. Major Asked the Secretary of State for Education and Science if he will take steps to support the establishment of a general teachers’ council.

Dr. Boyson My right hon. and Learned Friend has consistently supported the establishment of a general teachers’ council, but for the teaching to become a self-governing profession agreement must first be reached by the parties involved on the terms of reference and composition of a teachers’ council. To date such agreement has not been forthcoming, but my right hon. and learned Friend is ready to listen to suggestions from the interested parties as to how the Department might help to take the matter forward.
