Below is an extract from Mr Major’s speech made during the Climate Change Conference, held in Brazil on 12th June 1992.

PRIME MINISTER:

Mr Chairman, it has often been said that money is the root of all progress. All of us will have to meet the cost of commitments undertaken to tackle our common global problems. The developing countries will need the help of the developed world.
