PRIME MINISTER:

Ozone-depleting Substances

Mr. Dafis : To ask the Prime Minister if he will introduce guidelines to all Government Departments to secure that all future purchases made do not involve ozone-depleting substances and that the policy be reflected within specifications given to contractors and suppliers.

The Prime Minister : I understand that my right hon. Friend the Secretary of State for the Environment is arranging a meeting of green Ministers to discuss a number of environmental issues, including the treatment of ozone-depleting substances in departmental green housekeeping strategies.

Turkish Cyprus

Mr. Sheerman : To ask the Prime Minister what discussion he has had with other European Heads of State on the imposition of appropriate sanctions against the illegal regime in Turkish Cyprus.

The Prime Minister : None. The question of imports to the United Kingdom from northern Cyprus is the subject of a case pending before the European Court of Justice.

Mr. Asil Nadir

Mr. Sheerman : To ask the Prime Minister what discussions he has had with the Turkish President regarding the presence of Mr. Asil Nadir in Turkish Cyprus.

The Prime Minister : Her Majesty’s ambassador in Ankara has made our desire for the return of Nadir clear to the Turkish Government. The Turkish authorities are co-operating with us in the investigation.

Office Costs

Mr. Hain : To ask the Prime Minister what was the expenditure on the Prime Minister’s Office broken down into salaries and other costs for each year since 1980-81 in (a) cash and (b) 1992-93 prices.

Notes:

<1> The figures represent the cost of 10 Downing street and Chequers borne on the votes of the Cabinet Office (OPSS) and its predecessors. Over the period, the following changes have occurred to the basis of the costs:

in 1981-82 the Ministry of Defence introduced charges for the use of its aircraft;

in 1983-84 the then Property Services Agency introduced charges for buildings and services;

in 1984-85 charges were introduced for the Government Car Service and the Service personnel at Chequers; and

in 1986-87 the cost of office services was included for the first time and in April 1992 26 office service posts were formally added to the complement of No. 10 Downing Street. These staff were already working in No. 10 but were previously on the complement of the Cabinet Office establishments officer.

<2> Costs are shown in the year in which the expenditure was made. Because of billing delays, this is not always in the financial year in which the goods or services were provided.
